. TRANSMITTAL OF STATE ENVIRONMENTAL MEASUREMENTS REPORT Enclosed is one copy of the 1987 environmental radiological measurements report prepared by the State of California for NRC pursuant to Cooperative Agreement NRC-32-83-684.

Pursuant to this Agreement, the State obtains and analyzes samples of environmental media to verify the adequacy of your environmental radiological measurements.

The State acts as an agent of the Commission, performing tests and surveys for licensed material as authorized by 10 CFR 30.53, 40.63,.50.70 and 70.56.

No outstanding concerns have been identified in data comparisons between SMUD measurements and State measurements.

Data for the 1988 calendar year are anticipated by November, 1989.

AIRBORNE PARI'ICLIATE FOR GROSS BER ANALYSES Ocmoilation

'Ibe State of California's air nonitoring systen collects ard analyzes air sanples for gruss beta activity. 'Ihe gross beta analysis is made 72 hours8.333333e-4 days 0.02 hours 1.190476e-4 weeks 2.7396e-5 months after collection.

Variances between the State's ard licensees' air nonitor plugan are:

1.

State - twice 'a week in so-ive three and four-day collection periods at most locations.

(note:

sanples taken weekly in a few locations.)

Licensee - collect sanples anoe a week or other varied collection times.

2.

State - analyze sanples 72 hcr n after each collection.

Licensee - analyze sanples frm 72 hours8.333333e-4 days 0.02 hours 1.190476e-4 weeks 2.7396e-5 months to see varied later time.

3.

State - use weekly or the ambined biweekly closest s m aive three-and four d y sanple collections to coincide with the monitoring periods of the licensee.

Note: Gross beta ocmparisons are made between the State and licensee by ocuparing the two organizations' closest sanple collection dates.

'Ibe data obtained appears to be representative of each area and exposure readings are camparable.

'Ibe State of California's S&R Iaboratoly reports their analyses of air sanples are reasonably similar to the four power stations.

'Ibe sanple's activities are not attributable to plant operations and reflect radiation levels normally found in the enviiunioit.

Imoact

'Ibere has been no measurable impact on the envituni=>tal gross beta particulate in air resulting from the NRC licensee's activities.

RADIOIODEE Ocmoilation L__-__-_-__-__________________

'Ihe State of California's air monitoring systan collects and analyzes air sanples for I-131.

Sanples are taken in conjunction with the gross beta particulate sanples mew above.

Charcoal cartridges are analyzed by ganma ispkW to determine I-131 activity.

Audit

'Ibe data obtained appears to be representative of the extremely low levels of I-131 currently present in the atmosphere.

Inoact

'Ihere has been no measurable impact on the envinnadal I-131 activity in the air as a result of the NRC licensee's activities.

DIRDCT RADIATION (TID)

Data and analysis describes state and licensee colocated direct radiation monitors.

Chtollation All California data is pInvided by a otstercial vender, Radiation Detection Campany. Diablo Canyon TID analysis is alr,o an in-house system.

Rancho Seco and SONGS analyses are performed by

' Nrcial vendors.

Humboldt measures direct radiation monthly with film pickets.

Audit

'Ibe measured quarterly dose at various locations relative to controls are fairly constant for the different TID systems, having an uncertainty of about 20 percent that translates to about 15 mrenVyear.

Within this degree of efficiency, it was determined that no TID locations receive doses in eyw of their individual background readings.

Inoact No direct radiation exposure attributable to facility operations was detected.

MIIX Conciliation K-40, gamma scan, and I-131 analyses are performed on monthly milk sanples by the State S&R Iaboratory.

'Ibe State receives duplicate milk sanples frun two dairies for each of the three facilities which monitor milk..

l Rancho Seco reports Sr-90 arxi I-131.

Humboldt reports I-131, calculated K-40, other gama emitters, arx3 gross betas. Diablo Canyon reports I-131, gama, and K-40 analyses.

San Onofre does not participate in the milk sanplirg program because there are no dairies in their area.

Audit

'Ibere is no major discrepancy between the data from the state laboratory and duplicate milk analysis data submitted by the facilities and both data reflects Chernobyl's inpact on California's milk.

Inoact No radioactivity which may be attributable to facility operations was detected in the sanples cross-checked by our laboratory.

BIOIA ANALYSES Cbnnilation Analyses for indicator organism, fish or invertebrate, and fruit or vegetables are cmpiled as follows:

San Onofre:

Sea hare is reported as indicator organism.

Iobster is reported as the invertebrate species a==irg its low nobility will reflect the environs' radioactivity more accurately than for a fish.

Results for fish species is also reported semiannually.

Cauliflower, mm+ars, corn, kale, and tmatoes are the vegetable indicators collected fr m regional farms.

Diablo Canyon:

Data includes the indicator organism - black abalone, bull kelp, arx1 vegetables crop sanples.

Humboldt:

Irxiicator organisms are clams, gigartina, fish, and oysters.

No fruit or vegetable sanples are analyzed at this site.

Rancho Seco:

Data frm irriicator organisms are fish frun clay creek arxi animal vegetation frun dairies.

Audit

'Ihere was no major discrepancy in the State's S&R laboratories cross-check l

of the nuclear facilities laboratory data.

Inoact General:

In most sanples detectable radioactivity can be correlated to natural background.

I Quality Assurance

'Ihe California Depart 2nent of Health Services' Sanitation ard RaMation laboratory (SRL) maintains a strict quality assurance ytwtmu.

One phase of this ptwtam is participation in the U. S.

Envisumendal Protection Agency's laboratory intezumparison piwtau.

Sanples of various media are spiked with a known amount of radioactive material and sent to the participating laboratories for analysis. Tables 4-1 'Io 4-8 present a canparison of data fran this yt wtam for the 1987 calendar year. Table 4-9 is a schedule for the yearly EPA interaanparison program.

Table 4-10 is a ompilation of the lower level of detection (LID) required by the U.S.N.R.C.
