DPR-54 SPECIAL REPORT NUMBER 85-09 The Sacramento Municipal Utility District hereby submits Special Report 85-09 in accordance with Rancho Seco Nuclear Generating Station Technical Specifica-tion, Sections 3.14.4.2 and 6.9.5E.

On July 2, 1985 it was reported via an internal Occurrence Description Report that the Cardox (C0 ) fire suppression system in the Nuclear Services Electri-2 cal Building (NSEB) fire zones 75, 76, 77, and 78 had been inoperable for fourteen (14) days. These zones are defined in the Fire Hazards Analysis Report and Technical Specification as:

Fire Zone 75 - NSEB Switchgear Room B Fire Zone 76 - NSEB Switchgear Room A Fire Zone 77 - NSEB "B" Electrical Equipment Room Fire Zone 78 - NSEB "A" Electrical Equipment Room The Cardox system had been de-energized because, during a system test, it was found that the double entrance fire doors in these zones could not withstand the system discharge pressure without opening. Opening of these doors creates the potential for a personnel hazard in the hallways and adjoining areas.

Because the system is inoperable, the compensatory measure of establishing an hourly fire watch patrol in these zones has been taken in accordance with Technical Specification 3.14.4.2.

As an interim resolution to the personnel hazard concern, the District has repaired the doors to provide a more secure latching mechanism. A plate was added to the door top to transfer the force on the latching pin from bending to shear to make it less susceptible to failure.

This repair is expected to allow the Cardox system to be energized (operable) by August 10, 1985.

As a long term resolution, the District is evaluating the replacement of the existing NSEB doors with an alternate design, such as bar-latching doors util-izing a center post. The long term resolution is expected to be implemented by December 31, 1985.

In the event that the expected dates are not met, the appropriate fire watches will be maintained in the areas where the Cardox system is inoperable and a supplement to this report will be submitted.
