AMENDMENT N0.104 TO FACILITY OPERATING LICENSE NO. DPR-54 RANCHOSECONUCLEARGENERATINGSTATION(TACNO.55794)

Ly letters dated October 14 1985 ano February 13, 1986, the Sacramento Municipal Utility District [SMUD), requested the following: (1) approval of the Babcock and Wilcox (B&W) Integrated Reactor Vessel Material Surveillance c- Program (IRVSP)foruseatRanchoSecoUnit1,(2)withdrawaloftheNotice of Exemption to Appendix H of 10 CFR Part 50 granted by NRR in letter dated January 10,1933,and(3)deletionofallreferencesrelatedtocurrent reactor vessel material surveillance requirements contained in the Rancho SecoTechnicalSpecifications(TS).

In response to the above requests, the Commission hereby grants approval of the B&W IRVSP, prescribed in Topical Report BAW-1543, Revision 2, for Rancho Seco Unit 1 based upon prior NRR acceptance of this program as documented in letters to B&W dated March 13 and May 3, 1985.

In addition, the Commission has issued the enclosed Amendment No. to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This amendment deletes the TS related to Reactor Vessel Material Surveillance.
