AMENDMENT N0.103 TO FACILITY OPERATING LICENSE NO. DPR-54 l RANCHO SEC0 NUCLEAR GENERATING STATION (TAC N0. 65197) l The Commission has issued the enclosed Amendment No.103to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This i I amendment consists of changes to the Technical Specifications (TS) in response to your application dated December 12, 1986.

This amendment revised the Technical Specifications by changing the air flow rate through the Reactor Building Purge Valves, adding a requirement to test the Reactor Building Purge Exhaust HEPA filters, and clarifying in the bases of TS the air flow rate difference with or without containment integrity.
