THOMPSON, JR., DIRECTOR DIVISION OF LICENSING U.S. NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555 DOCKET 50-312 RANCHO SECO NUCLEAR GENERATING STATION, UNIT NO. 1 NUCLEAR SERVICE ELECTRIC BUILDING CLARIFICATION INFORMATION In response to the NRC Region V discussions on the NSEB in a May 10, 1985 meeting and subsequent phone calls, the District is providing information on, 1) additional Technical Specifications to be provided later, 2) changes to the NSEB Fire Hazards Analysis Report (FHAR) previously submitted on May 15, 1985, 3) emergency lighting compliance to Section III.J. of Appendix R, and 4) automatic suppression of Fire Areas 81 and 82. These have all been discussed with Mr. Jerry Zwetzig, NRC Region V.

1. The District, as a result of the recently completed FHAR on the NSEB, will propose additional fire protection portions of the Technical Specifications. These will be submitted for NRC approval by August 1, 1985.

The operability of the following fire protection features will be the basis of the proposed Technical Specification submittal.

a. NSEB Third Floor hose stations.
b. Carbon Dioxide systems in NSEB Battery Rooms GA and GB.
c. Spray and/or sprinkler systems in the NSEB Computer Rooms A and B.
d. The heat detectors that activate the Carbon Dioxide systems in the NSEB Switchgear Rooms A and B, NSEB Electrical Equipment Rooms A and B and NSEB Battery Rooms GA and GB.

e. The' smoke detectors in the NSEB Computer Rooms A and B, and NSEB Battery Rooms GA and GB.

, , fire protection Technical Specifications. These administrative controls will be in place upon start-up from the Present ,

, refueling outage.  !

2. In the May 15, 1985. submittal of the NSEB FHA, two fire areas

.were listed as having. redundant safe shutdown related circuits in the same fire areas. The control cables for train "A" NSEB HVAC system dampers HV-50155 and HV-50161 and train "B" NSEB (HVAC_ system dampers HV-50154 and HV-50162 are both routed in the second.and third floor corridors (Fire Areas 84.1 and 85.1). A fire'in either. corridor could cause spurious operation that results in the loss of both trains of the NSEB HVAC system.

Based on recent District calculations that are applicable to.

cycle 7 only, the loss of the NSEB HVAC will not result in the ,

loss of any equipment or circuits required for hot shutdown capability. Therefore, no corrective or manual action is required.to ensure hot' shutdown capability. The NSEB FHAR will be revised to reflect these calculations and will be with the-update to the 1977 FHAR in mid-July 1985. The District will modify-these control cables prior to startup from the 1986 refueling outage so_that a fire in either corridor will not result =in.the'-loss of both trains of the NSEB HVAC system.

'3. 'As a result of the ove'rall Fire Protection Program, the District has re-evaluated the emergency lighting to~ ensure compliance a with Section III.J of Appendix R. This engineering evaluation included the NSEB and concluded that the NSEB is in compliance with the Section III.J' emergency lighting _ criteria of Appendix R.

'4. . As a result of.the'May 14, 1985 District submittal on deletion of the commitment to install line type heat detectors from Fire Areas 81 and 82 in the NSEB, the discussion of automatic suppression was not clear.

The. District does plan.to maintain the commitment to install cross zoned automatic suppression in Fire Areas 81 and 82. The

. installation of this system will be complete prior to startup ,

.from the_1986 refueling outage.
