f This is to' advise you of a.special inspection initiative that will' include an2 inspection to be performed at Rancho Seco. The initiative is entitled the "EOP -

Inspection Program".

-The purpose of the inspection is-to verify at selected sites that the

nemergency. operating procedures (EOPs) are technically accurate;~ that their specified actions can be meaningfully accomplished using existing equipment,'

controls, and instrumentation; and that the available' procedures have the-usability necessary to provide the operator with an effective operating tool.

This initiative includes a team inspection of those B&W plants not inspected under the 1988 initiative. .The inspections are'to be performed.in the-January through July 1989 timeframe.

jThe inspection team will' include a senior reactor inspector, a licensing

' examiner, two system engineers, a. human factors specialist, and one of.your resident' inspectors. The team leader for your inspection will be Mr.' Paul Kellogg from Region II. Mr. Kellogg, or one of his supervisors, will be contacting you in the.near future to discuss the inspection.1 The inspection teh: will provide additional infonnation and details of the program,.upon their arrival on~ site.

If you have any questions in the interim regarding the inspection program, we would.be pleased to discuss'them with you.
