This refers to the special allegation inspection conducted by Mr. G. L. Pirtle

of this office on August 31 through October 29, 1987, of an allegation pertaining

to excessive overtime hours for security force members at the Quad Cities Nuclear

Generating Stations, Units 1 and 2, authorized by NRC Operating Licenses

No. DPR-29 and No. DPR-30, and to the discussion of our findings with

Mr. G. Toleski and other members of your staff.on October 29, 1987.

The enclosed copy of our inspection report identifies areas examined during

the. inspection. Within these areas, the inspection consisted of telephone

interviews with appropriate supervisory personnel and review of data requested

by NRC Region III and provided by your staff.

No violations of.NRC requirements were noted during the inspection. A

commitment pertaining to monitoring security force work hours is addressed

in Section 3.(2)(b) of the Report Details. Please advise us in writing,

within 30 days after receipt of this letter, if our understanding of the

commitment is incorrect. We are concerned that action continues to be

taken to ensure security force members are not required to work excessive

overtime that'.could result in reduced performance.

In accordance with 10 CFR 2.790 of the Commission's' regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
