Gentlemen: .

This refers to the routine safety inspection conducted by Messrs. N. Choules,

W. Rogers and R. Sutphin of this office on April 7-11 and 21-25, 1986, of

activities at the Fermi Nuclear Power Plant authorized by NRC Operating License

No. NPF-33 and to the discussion of our findings with Mr. Lenart and others of

your staff at the conclusion of the inspection. It also refers to the

enforcement conference held on May 30, 1986, in the Region III office.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

. During this inspection, certain of your activities-appeared to be in violation

of NRC requirements, as described in the enclosed Notice. A written response

is required.

The enforcement conference was held to discuss the two violations identified

in the enclosed report. The violations involved the failure to perform

'

functional tests and calibrations as required by the Technical Specifications.

During the meeting, we discussed your surveillance program and your planned

corrective actions to improve it. Your plans appear to be appropriate. In the

future, we will look to see what improvements the corrective actions have made

in your surveillance program.

r In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

l this letter, the enclosures, and your response will be placed in the NRC

Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
