lJUL 3 i 1990 Docket No. 50-341 The Detroit Edison Company ATTN:
W. S. Orser Senior Vice President Nuclear Generation 6400 North Dixie Highway Newport, MI 48166 Gentlemen:
This refers to your letter (NRC-90-0074) dated May 18, 1990,
Subject:
Inspections of the Flash Tanks and Reactor Feed Pump Strainers, NRC Confirmatory Action Letter, CAL-RIII-88-009, dated April 19, 1988, and to the discussion between R. DeFayette of this office and T. Riley of your staff which occurred on June 29, 1990.
In your May 18, 1990, letter you requested relief from the requirenents contained in CAL-Rill-88-009 to conduct preventive maintenance (PM) inspections of the moisture separator reheaters (MSR), reactor feed pump strainers and flash tank strainers, and to align reactor startup flows through the reactor feed pump suction strainers whenever the startup level control valve is employed.
We have reviewed your justification for the relief, which was based on PM inspection results and sample analyses, and determined that your request was reasonable and conservative.
Relief from the remaining CAL-RIII-88-009 commitnents is therefore granted.
You are, however, requested to develop a stub tube accountability program to account for stub tube debris found during main condenser tube resleeving activities to be conducted during Refueling Outage 2.
On June 29, 1990 Mr.
R. DeFayette discussed the objective of an accountability program with Mr.
Riley.
All requirements described in CAL-RIII-88-009 are considered satisfied and the Confirmatory Action Letter is closed.
Should you have any questions concerning the grant of relief or the NRC request for a stub tube accountability program, please contact Mr. Robert DeFayette at 708-790-5767.
Sincere ly,
A. Ber Davis Regional Administrator p
