Dear Mr. Gipson:

Based on intamal discussions and telephone calls with your staff, we have revised the schedule for the conversion of the Fermi 2 technical specifications to the improved standard technical specdications (see the enclosure). The most significant change is that the planned amendment i- date has been moved from August 31 to September 30,1999. This change is based on a more reasonable estimate of the time required to develop a draft safety evaluation into a completed amendrnent.

The date for the draft amendment has been moved from July 23 to August 6,1999, ir; an attempt to accommodate your staff's estimates for the submittal dates for the remaining sections and for the resolution of open issues. This is a very aggressive schedule, the success

of which will depend on both parties communicating effectively and meeting their due dates. At this point in the schedule, any significant slippage will have a direct impact on the date the amendment is issued.

We are aware that a number of your activities, including licensed operator training in October, are linked to the conversion. Barring any unforeseen problems, we believe that we can meet the enclosed schedule in support of those activities.
