MEETING ON MULTIPLE CONTROL SYSTFM FAILURES STUDY - FERMI-2 (TAC NO. 59611)

This summarizes items discussed at a meeting held between Detroit Edison Company (Deco) and members of the NRC staff held at NRC Headquarters on August 31, 1989.

Fermi-2 license condition 2.C.8 states that:

Prior to startup following the first refueling outage, DECO shall provide the NRC staff for its review and approval, the necessary analysis or modifications needed to resolve the impact of control system failures due to a failure or malfunction of power sources or sensors which provide power or signals to two or'more control systems.

The purpose of the meeting was to apprise the NRC staff of DECO's progress on the subject analyses and to outline the methodology used. We understand that you have contracted General Electric (GE) to perform the loss of power sources analysis separately from the loss of sensor analysis. We were informed that Deco is currently reviewing the GE reports and plans to suomit each analysis as the reviews are completed to the NRC.

Review and approval of both analyses by the NRC staff muct be conducted prior to unit restart. In order to complete our review of both analyses in a timely manner, the reports should be submitted to us by October 1, 1989.
