SUBJECT: NRC INCPECTION REPORT 50-341/99008(DRS)
Dear Mr. Gipson:
On April 9,1999, the NRC completed an inspection at your Fermi 2 reactor facility. The l
enclosed report presents the results of that inspection.
Areas examined within your physical protection program are identified in the report. Within
those areas, the inspection consisted of a selective examination of procedures and
representative records, interviews with personnel, and observation of activities in progress. The
objective of the inspection effort was to determine whether activities authorized by the license
were conducted safely and in accordance with NRC, requirements. Based on the results of this
inspection, no Wolations of NRC requirements were identified.
Although our inspedian concluded that your physical security program met regulatory
requirements, we are concerned over our observations of the poor performance demonstrated
during some contingency response drills. Notwithstanding the fact that drills are intended to Oe
educational, several fundamental performance errors and weaknesses were noted such as
poor comenunications and command and control. Representatives of your security
managen,ent team witnessed that poor performance with us. Additionally, previous problems
have been identified in this area. Our attention will be focused on the effectiveness of the
actions planned to improve performance in the Contingency Drill program, and to apply, through //
corrective action, the lessons learned to improve this performance. The weaknesses that
warrant your attention are identified in the report as an Inspection Follow Up Item.
