August 6, 1999 Mr. D. Senior Vice President Nuclear Generation The Detroit Edison Company 6400 North Dixie Highway Newport, MI 48166 SUBJECT: NRC RADIATION PROTECTION INSPECTION REPORT 50-341/99012(DRS)

Dear Mr. Gipson:

On July 16,1999, the NRC completed an inspection at your Enrico Fermi 2 Plant. The enclosed report presents the results of that inspection. No violations of NRC requirements were identified.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. Specifically, the inspection focused on implementation of the plant !

chemistry and the radiological environmental monitoring programs, and operation of the post- )

accident sampling system. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress.

The inspector found that, in general, the conduct of chemistry activities at the plant was effective.' Programs for plant water quality and radiological environmental monitoring were implemented in a generally sound and consistent manner, and the post-accident sampling system was operated within the required parameters.

In accordance with 10 CFR 2.790 of the NRC's " Rules and Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
