The NRC inspection team conducted the design related portion of a safety

systems oute.ge modification inspection (SSOMI) at the Enrico Fermi Atomic Power

,

Plant, Unit 2, during July 17 through 21 and July 31 through August 4,1989.

The inspection report is enclosed.

A

The purpose of the design inspection was to examine a sample of the detailed

design and engineering that was performed to support the modifications being

installed during the current outage. The inspection team also performed a

. limited vertical-slice review of the design of the energency diesel generators

f

and their auxiliary systems.

The inspection team concluded that the recently issued engineering design

packages for the first refueling outage were generally satisfactory. However,

several weaknesses were identified by the inspection team. One area of weak-

'

ness noted by the team involved the lack of definitive post-modification test

criteria for a number of the packages. This is a continuing weakness as your

{

organization had previously identified deficiencies with test requirements

l

issuer) by the engineering organization.

The team was particularly concerned about the failure to establish proper

controls for the receipt and evaluation of vendor information and the discrep-

ancies between the design documentation and the installed piping supports. On

a positive note, the team found that thorough safety evaluations, an ef ficient

design document control system, and vigorous quality oversight contributed to

the effectiveness of your design process,

Region III will determine if any of the identified issues require enforcement

action and notify you under separate correspondence.
