FERMI INSPECTION REPORT 50-341/99011(DRP)

This refers to the inspection conducted on July 24 through September 8,1999, at the Fermi 2
~ Facility. ' The enclosed report presents the results of this inspection.

During this inspection period, operation of the facility was effective. Operators and engineering
staff appropriately responded to several emergent equipment deficiencies. In particular, we
noted that when equipment problems or human performance problems occurred your staff
properly documented the issues in the corrective action program.- In addition, in response to

the increased occurrence of problems due to human performance errors, we observed that you
'
took aggressive action, in the form of a work stand-down, to focus plant personnel on good
work practices which should improve personnel performance.
- Based on the results'of this inspection, the NRC has determined that two violations of NRC
requirements occurred. These violations, involving failure to follow procedures while sampling
the standby liquid control tank and the failure to wear dosimetry properly, are being treated as
Noa-Cited Violations (NCVs), consistent with Appendix C of the Enforcement Policy. These
NCVs are described in the subject inspection report. If you contest the violation or severity
level of these NCVs, you shouY provide a response within 30 days of the date of this inspection
report, with the basis for yo's cenial, to the Nuclear Regulatory Commission, ATTN: Document
Control Desk, Washington DC 20555-0001, with copies to the Regional Administrator,
Region lil, and the Director, Office of Enforcement, United States Nuclear Regulatory
Commission, Washington, DC 20555-0001,
