SUBJECT: FERMI INSPECTION REPORT 50-341/98019(DRP)

Dear Mr. Gipson:

On January 4,1999, the NRC completed an inspection at your Fermi 2 reactor facility. The

enclosed report presents the results of that inspection.

During the 8-week period covered by this inspection period, overall plant operation was good.

in addition, a plant shutdown and subsequent startup to support repairs to a feedwater check

valve were conducted in a controlled and deliberate manner. The operators' response to a

sudden drop in general service water intake level was timely and effective. However, we have

noted a potential trend regarding documented operability assessments that may not have been

performed for corrective action resolution documents written to resolve degraded safety-related

equipment. Those determinations are important to allow your organization to assess the basis

used to justify the operability of the degraded equipment. We recognize that your quality

assurance staff had also recognized the problem and that corrective actions have been

initiated.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, the

enclosure, and your response will be placed in the NRC Public Document Room.
