This refers to Inspection Report 341/88037 dated January 31, 1989, and l
Violation No. 341/88037-04 associated with the qualification of a section of l
core spray piping. Your response dated March 2, 1987 denied the violation.
l On June 28, 1989, the Senior Resident Inspector met w. m Messrs. Contoni, Riley, Cranston and Walker of your staff to discuss your position regarding this matter.
After reviewing your March 2,1989 response, applicable Updated Final Safety Analysis Report sections, and understanding the verbal interplay which took place withir the DECO engineering organization at the time of the Stone and Webster Engineering Evaluation Team (SWEET) finding, we have concluded that the citation against 10 CFR 50, Appendix B, Criterion III in the notice of i
violation was not appliceble.
However, the citation against Criterion XVI was i
applicable.
In response to this notice of violati n your staff identified as corrective l
action the establishment of a new corrective action system entitled the deviation event reporting system (DER) in January of 1988 (the core spray i
piping matter arose in 1986). This corrective action system is superior to i
the one in place in 1986 in that:
(1) The system has a lower threshold for what is considered a DER, (2) The DER system mandates the determination as to whether a nonconforming condition exists and the establishment of a schedule for correction within at least 30 days, and L
(3) The DER system requires more rigorous documentation of the g
corrective actions taken, rg Rg, The Senior Resident Inspector has reviewed these corrective actions and concluded that no further action or response to this violation is warranted, mo co x We concur in that assessment.
Your representatives acknowledged and accepted R8 the inspector's finding as discussed above. Therefore, we consider this matter oo closed.
