Attachment I to NRC-99-0052 Page1of1 Abstract of Revision 9 to the Fermi 2 Improved Technical Specification Submittal Revision 9 to the Fermi 2 Improved Technical Specincation (ITS) submittal incorporates the December 10,1998 responses to the Requests for Additional Information (RAI) for ITS Sections 3.0 (Applicability),4.0 (Design Features) and 5.0 (Administrative Controls). Revision bars are provided to aid in identification of the changed material. For those changes associated with an RAI, the RAI number is included with the revision bar.

Minor corrections are included in this revision. These changes consist of various format, spelling, labeling, and editorial enhancement and/or technical changes typically identified during implementation preparation. The revision bars for these changes are, except where noted, marked with a circled "A."

The following lists specific changes in Revision 9:

-ITS 5.5 DOC page 6 included for replacement solely due to "page-roll" changes from other changes; References to the LCO for " Spent Fuel Storage Pool Water Level" are corrected to 3.7.7; Based on meetings with the NRC, ITS 5.4.1.b is modified to include reference "to NUREG-0737, Supplement 1, as stated in Generic Letter 82-33; ITS 5.5.7.c values for test temperature and relative humidity are corrected to reflect CTS and the ASTM standard referenced. In appropriate inequalities were inadvertently included in th, original draft; ITS 5.5.7.d is corrected to reflect the CTS (and plant design) were "prefilters" are not part of the Standby Gas Treatment pressure drop measurement test; Typographical errors corrected: pages 5.0-13,5.0-15,5.0-18;

- CTS Markup references to ITS sections corrected (CTS 1.24 and 6.14.2);

CTS Markup for ITS 5.5 page 10 of 24, missing strikeout and label "LA.3" corrected; Replacement pages for Amendment 132; In incorporating RAI 0.0-1 for ITS 5.5 DOC LA.9,it was determined that it should have been categorized as an "LR". LA.9 became LR.1; I

ITS 5.6, DOC LA.1 is revised to reflect relocation to TRM (versus relocation to UFS AR).

Changes are made associated with generic changes to the STS. The revision bars for these changes are marked with a circled "B."

In addition, the Configuration Risk Management Program (CRMP) is being relocated to the Technical Requirements Manual (TRM). The ITS conversion of the CRMP was the subject of draft RAI 5.5.14, and a meeting between Detroit Edison and NRC management. As a result of the meeting and subsequent discussions with the NRC staff, the relocation of the CRMP to the TRM was determined to be the appropriate action to convert the CRMP to ITS. The changes associated with this change are labeled as RAI 5.5.14.
