Submittal of Fermi 2 Security Personnel Training and Oualification Plan. Revision 15 The purpose of this letter is to submit the Fermi 2 Security Personnel Training and Qualification Plan (SPT&QP), Revision 15, in accordance with 10CFR50.54(p)(2).

A summary of the changes made in the Sirr&QP is enclosed. Additionally, Chapter 3 and the Table of Contents are enclosed. Changes to the text are highlighted (shaded). Deleted text is not identified with markings. The changes made under this revision do not decrease the overall effectiveness of the SPT&QP.

The new periodicity of night firing for familiarization in SPT&QP, Section 3.4.2, was selected based on the performance of the plant's protected and vital area lighting. Performance factors considered include:

There have not been any lighting failures / deficiencies noted in the Safeguards Event Log for the past 24 months. .

=

An effective preventive maintenance program is in place for the protected area lighting.

=

' Nuclear Security personnel routinely patrol the protected area, noting any lighting deficiencies.

=

Maintenance personnel repair any lighting deficiencies based on input from Nuclear Security inspections.

=

The vital areas have normal lighting, essential lighting which runs off of an emergency power supply, and emergency lighting which has a battery backup.
