This refers toithe routine safety inspection conducted by Messrs. W. G. Rogers,

"SJ .Stasek, P. Pelke and K.- Ridgway of. this office on April 11 through June 5,

1989, of, activities at Fermi 2 authorized by Facility Operating License

F No,'NPF-43 and to the discussion of our findings with Mr. Orser at the-

conclusion offthe inspection.

The enclosed copy of our inspection. report identifies areas examined during.

the inspection. Within these areas, the inspection consisted of a selective

examination'oftprocedures and representative records, observations,..and

. interviews with personnel.

During this inspection, certain of you, activities appeared to be in violation

of NRC' requirements, as described in the enclosed Notice of Violation 'With

re'spect'to. Items 3 and 4,.the inspection determined that actions have been

taken to correct the identified violations and to prevent recurrence. Our

understanding of. your corrective actions are -described in Par .: graph 2.p of

Lthe enclosed inspection report.. Consequently, no reply to'tc.ese violations

is aquired and we have no further questions regarding these matters at this

time.

The apparent. violations in Paragraphs 2.e (341/89011-02A) and 3.a'(341/89011-02B)

are being reviewed for potential escalated enforcement action. You will be

notified by separate' correspondent:e of our decision regarding enforcement

~ action for these issues. No written response is required until you are

notified of any proposed enforcement action.

Regarding the remaining items, a written response is required.
