Gentlemen:

This refers to the special safety inspection conducted by Mr. D. S. Butler of

this office on May 16-20 and June 6-10, 1988, of activitic at Fermi Nuclear

Power Plant, Unit 2, authorized by NRC Operating License No. NFP-43, and to the

discussion of our findings with Mr. D. R. Gipson and others of your staff at the

conclusion of the inspection. This special inspection was conducted to followup

on previously identified items, review proposed modif.ications to the MSIV manual

open/close logic, and review the surveillance procedure rewrite program.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is equired. In your response to Violation 341/88018-01, please address how

maintenance instructions that have exceeded their two year review cycle will

be technically reviewed prior to use on activities affecting quality.

In accordance with 10 CFR 2.790 of the Commiss' ion's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

seb, ject to the clearance procedures of the 0ffice of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
