e NOTICE OF VIOLATION The Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on May 16-20 and June 6-10, 1988, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1987). the following violations were identified:

1. Fermi Unit 2 Technical Specification, Section 6.8.1, requires that procedures recommended in RG 1.33, Appendix A, be of the appropriate type. Further, Detroit Edison Company is committed to ANSI N18.7 - 1976 which requires the review, approval, and control of procedures which prescribe all activities affecting quality.

Contrary to the above, prior to June 10, 1988, the licensee was maintaining controlled copies of maintenance instructions that prescribed activities affecting quality which had exceeded their two year review cycle and whose approval authority was indeterminate.

The licensee has implemented partial corrective actions on this item and plans to convert all needed maintenance instructions into nuclear production procedures and cancel those not required.

This is a Severity Level IV violation (Supplement I).

2. 10 CFR 50, Appendix B, Criteria V and Criteria VI, as implemented by the Detroit Edison Company Nuclear Quality Assurance Program, requires that documents include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished and that measures shall be established to control the issuance of documents which prescribe all activities affecting quality.

Contrary to the above, prior to June 10, 1988, the licensee failed to ensure that instrumentation specification sheets maintained acceptance criteria that corresponded to surveillance test criteria. In addition, the licensee failed to ensure that instrumentation specification sheets were approved and controlled for use on activities affecting quality.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
