Gentlemen:

This refers to the safeguards inspection conducted by Messrs. G. Pirtle

and D. Funk of this office on March 10-24, 1988 of activities at the Enrico

Fermi Atomic Power Plant, Unit 2 authorized by NRC Operating License No. NPF-33

i and to the discussion of our findings with Mr. B. Sylvia and other members of

! your staff on March 18, 1988 at the conclusion of the inspection.

During this inspection, certain of your activities appeared to be

potential violations of NRC requirements. You will be notified by separate

i correspondence of our decision regardinq enforcement actions based on the

I findings of this inspection. No written response is required until you

are notified of the proposed enforcement action. However, an enforcement

I conference to discuss the inspection findings has been scheduled for April 13,

1988 at the NRC Region III Office in Glen Ellyn, Illinois.

We are particularly concerned that the potential violations pertaining to

the weapon-related incident on March 6,1988 appears to represent failures of

several personnel to be adequately responsive to this type of violation.

! Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2). This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21. Consequcntly, our report of

l this inspection will not be placed in the NRC Public Document Room,
