Inspection Summary Inspection on March 10-P;4_, 1988 (Report No. 50-341/88010(DRSS))
Areas Inspected:
Incluaea a review of Security Program Audits; Records and Reports; Testing and Mairtenance; Locks, Keys and Combinations; Vital Area Barriers; Assessment Aids. Access Control-Packages and Personnel; Alarm Stations; Security force Training and Qualification Plan; Safeguards Centingency Plan;. Protection for Safeguards' Information; followup on previous inspection findings and followup on Licensee Reported Security Events.
Results: The licensee was found to be in compliance with NRC requirements within the areas examined except as noted below:
a.
Security _ Organization: An individual apparently violated the Licensee's weapons policy, the incident was net reported by two security officers who witnessed the event nor was the person's unescorted access to the plant terminated pending investigation of the incident (Section 5 of Report Details).
b.
Access Control - Protected and Vital Areas:
Access to Protected and Vital areas was not denied for certain personnel under conditions requiring such denial (Section 7 of Report Details).
Three of five security-related Licensee Event Reports were closed. One previous violation pertaining to recording of compensatory measures was closed. An inspection finding identified in Report No. 50-341/86014 as closed was reopened because corrective actions identified in that report were not included in the-appropriate procedure.
The inspectors also noted two areas which required procedural guidance to assure effective program implementation.
