Gentlemen:

This refers to the routine safety inspection conducted by Messrs. W. Kropp and

T. Tella of this office on March 14-18, March 26-31, and April 6,1988, of

activities at Clinton Power Station authorized by llRC Operating License No.

NPF-62 and to the discussion of our findings with Mr. W. C. Gerstner at the

conclusion # the inspection. The purpose of this inspection was to assess and

evaluate modification activities and the related quality verification process.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel. The following summarizes the most significant

observations made by the inspectors:

Training was not totally effective in correcting previously NRC

identified problems with 10 CFR 50.59 reviews.

Management attention and involvement in the modification process was

evident, resources were adequate and reasoriably effective, except in

the area of recording actual field measurements to verify that design

specification tolerances were met.

Identification of potential problems by independent reviews was

effective; however, management attention is needed in the areas of trend

analysis and resolution of problems, especially timeliness, thoroughness

of investigations, and roct cause analysis.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
