  • MCl.0SURE 1 NOTICE Of VI0l& TION Georgia Power Company Docket Nos. 50-424, 50-425 Vogtle Electric Generating Plant License Nos. NPf 68, NPf-81 During an NRC inspection conducted on November 30 - December 4, 1992, a violation of NRC requirements was identified. In accordance with the " General i Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, l Appendix C, the violation is listed below:

Technical Specification (TS) 6.10.1 requires procedures for personnel ,

radiation protection be prepared consistent with the requirements of )

10 CfR Part 20 and be approved, maintained, and adhered to for all operations involving personnol radiation exposure. ,

Control Program, Revision 10 (Rev.10), dated July 5,1991, requires quarterly comparison ot ?rojected effluent monitor responses for radioactive releases wit 1 the actual observed monitor responses to confirm reasonable agreement.

Licensee procedure No. 46017 C, Control, Monitoring and Removal of Materials in Radiation Controlled Areas, Rev.13, dated May 6,1992, rcquires all contaminated or potentially contaminated materials stored within radioactive material storage areas to be labeled with the appropriate information on a radioactive material tag or sticker, or for -

concentrations less than 10 CfR 20,203 limits, to be labeled as "No Label Required." ,

Contrary to the above, the licensee failed to follow procedures in accordance with TS 6.10.1 in that:

1. For the period January 1 through December 3, 1992, the licensee failed to conduct a first cuarter containment purge monitor sampling and comparison anc, in addition, failed to complete comparisons for the containment purge and plant vent samples collected during the third quarter.
2. During tours of the Dry Active Waste Storehouse on December 2, 1992, the inspector identified three-B-25 boxes containing soils contaminated with low levels of radionuclides which were not labeled in accordance with the licensee procedure.

This is a Severity Level IV violation (Supplement IV).

required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region II, and a copy _to the NRC 9301260019 930106-PDR .ADOCK 05000424 ,

This reply should be clearly marked as a " Reply to a !10tice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achic>ed, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this flotica, an order or Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be M taken. Where good cause is shown, consideration will be given to extending the response time.
