December 13,1901 Carol J. Coates Maryland De artment of Environment 2500 Broetag Highway Baltimore, Maryland 21224 Dear Ms . Coates RE: Maryand State Discharge Permit No. BO DP 0187 and NPDES Perm;t No. MD0002399, monitoring point 101.

On December 9,1991 at approximately 0000 a sample for fecal collform analysis was taken from Calvert Cliffs Nuclear Power Plant Sewage Treatment Plant effluent. The sample analysis indicated a fecal collform concentration of > 1600 MPN/100 mi sample which is greater than the daily maximum ilmit of 400 MPN/100 mi sample.

The cause of this event wat vestigated and the failure may be traced to an improper residual chlorine analysis periormed earlier in the day. The improper analysis may have indicated the correct concentration of chlorine in the chlorine contact tank when a low concentration of chlorine was actually present. To prevent a recurrence of this type of event the test kit comparator has been replaced. There is also a possibility that the sample was contaminated and indicated a false fecal collform concentration.

No impact upon the recolving water wouH be observed from this type of event. All other analyses taken at the same time as these samples were wrthin NPDES limits. The duration of this noncompilance is not known but Sewage Treatment Plant records do Indicate that the chlorination system was functioning as indicated by the daily change in hypochlortte tank levels.

Sincerely, i f Qames A.$I.ymkowiak
