Dear Mr. Schmidt:

On May 20,1983, outfall 002 was in noncompliance of the 6.0 to 9.0 pH specification contained in the reference permit.

In receiving a loaa of bulk aqueous ammonia (30% as NH amm n a s transferred from a supply truck to a site storage tank.3 ,During such a transfer at 1345, the tank was overflowed and 50-100 gallons of the ammonia solution entered outfall 002 via the drain system.'

The total flow of outfall 002 was approximately 280 gpm at the time of the event. Subsequent sampling indicated the following:

perfom and monitor transfers. Typically, however, a member of the BGGE Chemistry section is present to observe any such tasks. When the Chemistry representative arrived he found the storage tank overflowing.

Mr. Berry Schmidt May 24, 1983 A memorandum has been written to security personnel ( in constant attendance with the commercial vehicle) to ensure no future hook-up's/ transfers are performed without a Chemistry section representative present.
