The avecage and maximum' elevations of the reservoir's bottom would be about 120 feet National Geodetic Vertical Datum (ft-NOVD) and 123 A-NGVD, respectively. Under nonnal operations, the cooling reservoir water level would be approximately 136*0.5 ft NGVD. The total water surface area is estimated to be 727 acret,(,;.46 acres /MW of ST generating capacity). De surrounding berms j-would be 145 ft-NOVD high with a width of 25 ft at the top to provide access for inspection and maintenance. The intemal berms would have a top elevation of 141 ft-NGVD and a top width of 17 ft. The ratio of the berm slope is 1:4 (1 ft vertical to 4 ft horizontal) to minimize potential erosion and visual quality

effects. Berms will be revegetated and maintained after construction to prevent future erosion.

Intake and discharge structures would be constructed to provide adequate flow channels to allow condenser cooling water to enter and/or leave the reservoir. The required circulating and condenser cooling water flows are nearly 115,800 gallons per minute (gpm) for the Polk Unit 1, including the air separation unit. A total flow rate of 247,000 gpm would be required after the two CC units are in operation.

A cooling water intake structure would be located in the northern portion of the reservoir to supply water to the condenser cooling systems of the ST generating units. The water would be warmed to about 20*F above its intake temperature due to heat exchange during the cooling process. This warmed water would be discharged back to the reservoir at a location south of the intake. The discharged warm water flow would meander through the channelized reservoir, mixing with the cooler water. Meanwhile, the waste heat would be convectively transferred to the surrounding cooler water, and it eventually would be released into the air through radiation, evaporation, and heat transfer between the water and the atmosphere. Therefore, the teenperature of the water body at the intake of the cooling water reservoir would always be sufficiently low and ready for reuse.

j 3.2.1 GENERAL

The proposed site plan for the Perryman Power Plant which shows the i l

project's configuration relative to the Perryman site is presented in '

Figure 3.2.1-1. Figures.3.2.1-2 and 3.2.1-3 present the simple cycle and

. combined cycle configurations, respectively.

i The plant will be located in the northern portion of the 719 acre site near the Amtrak corridor and east of the existing forested area. The simple and i combined cycle phases will require, approximately 31 and 43 acres, respectively.

The facilities and their approximate areas at the completion of the combined cycle phase [i.e., 800 MW (nominal)) are:

l 3.2.2 SIMPLE CYCLE PHASE

[ As shown in Figure 3.2.1-2 the cts and water treatment facilities will be located inside buildings. The combustion turbine building profile will be approximately 62 ft high over the combustion turbine area and approximately -

40 ft high over the generator area. The cts will exhaust through a 100-ft high stack which will also be used as a bypass stack when simple cycle operation is desired after the combined cycle phase is complete.

The three fuel oil storage tanks will be located within a bermed enclosure

'which will be provide'd to retain spills. Each-oil tank will be 100 ft in diameter and 48 'ft high with capacity of 2.82 million Ballons (MG).

j 3.2.3 . COMBINED CYCLE PHASE The steam turbines for the combined cycle units will be located inside a l common building. This building will be approximately 92 ft high by 190 ft long by 150 ft wide. The HRSGs will be located outside with provisions for noise abatement. Each of the four stacks will be 230 ft above grade. l l

i l 3.3 FUELS i

The primary fuel for the proposed Perryman Project will be natural gas, l which will be delivered to the site through an underground pipeline. In addition, the combustion turbines will also be designed to burn No. 2 fuel I oil which will be stored on-site as a secondary fuel. The fuel oil receiving system will be designed to handle railroad and truck delivery.

3.3.1 NATURAL CAS The plant will receive natural gas through an extension of the existing gas distribution pipeline which is located north of the Perryman site. A natural gas metering / filtering station will be constructed where the pipeline enters the site. This station will meter the gas quantity used, provide scrubbers to filter the gas of any entrained liquid or I l particulates, and adjust the supply pressure for use in the combustion turbine units as required. A representative analysis of the natural gas ,

proposed for use is presented in Table 3.3.1-1. I g

3.3.2 FUEL OIL The fuel oil storage and supply system will include three fuel oil storage tanks, as well as fuel oil unloading and transfer pumps. Fuel oil unloading facilities will be provided to accommodate both rail and truck delivery. Rail is the preferred method of delivery. One storage tank will be installed for the simple cycle phase, and two additional storage tanks will be installed for combined cycle phase operation. Each fuel oil storage tank will have a capacity of 2.8 MG. For spill protection and retention, the tanks will be located within a bermed area that will be designe,d to retain a tank rupture or any leaks which may occur during the transfer of fuel oil. The bermed area design capacity will contain the contents of a storage tank should it rupture, plus 1 f t of additional freeboard. A typical analysis of the fuel oil proposed for use is l presented in Table 3.3.2 1.
