4 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Connission (the Commission) is considering approval of the transfer of, and issuance of amendments to, Facility Operating -

License No. DPR-53, DPR-69, and SNM-2505, issued to Baltimore Gas and Electrfc S.

Company (BGE), (the licensee), for operation of the Calvert Cliffs Nuclear' 7

  • Power Plant, Unit Nos. I and 2, and the Calvert Cliffs Independent Spent Fuel Storage Installation (ISFSI), located in Calvert County, Maryland.

ENVIROW4 ENTAL ASSESSNENT Identification of the Proposed Action:

The proposed action would consent to the transfer of control of the operating licenses and amend them to reflect the transfer of control of the licenses for the Calvert Cliffs Nuclear Powar Plant, Unit Nos. I and 2, and

the Calvert C1iffs ISFSI held by BGE. The proposed license transfers would Th - ~-:

Unit Nos. 1 jnd L and the ISFSI from BGE to Constellation Energy Corporation.

The proposed amendments would change the licenses, to reflect this transfer by .

substituting Constellation Energy Corporation in place of BGE as the licensee for Calvert Cliffs Nuclear Power Plant, Unit Nos. I and 2, and the ISFSI.

The proposed action-is in accordance with the licensee's application dated April 5, 1996.

The Need for the Pronosed Action: -

The proposed actions are required to approve and reflect the transfer of control' of the licenses discussed above. The transfer and amendments reflecting the transfer of control will have minimal impact on the operation of the fr.cilities. The transfer and amendments will not affect the Technical l Specifications or license conditions for the facilities.

I j Environmental Imoacts of the Pronosed Action:

The Commission has completed its evaluation of the proposed transfer of:

} control of the licenses and related amendments and concludes that there will 4 be no changes to the operation of Calvert Cliffs Nuclear Power Plant, Unit i

j Nos. I and 2, and Calvert Cliffs ISFSI since the Constellation Energy

Corporation management directly responsible for the operation will be j experienced BGE managers.

{ The change will not increase the probability or consequences of j accidents, no changes are being made in the types of any effluents that may be j released offsite, and there is no significant increase in the allowable e

individual or cumulative occupational radiation exposure. Accordingly, the i Commission cini:1udes that there are no significant radiological environmental I

impacts associated _with the proposed action.

With regard to potential nonradiological impacts, the transfer of control and related amendments wou1d not affect nonradiological plant effluents and would have no other environmental impact. Therefore, l

the Commissian ' concludes that there 'are no significant nonradiological environmental impacts associated with the proposed action.

. Alternatives to the Proposed Action:

Since the Commission has concluded there is no significant environmental impact associated with the proposed action, any alternatives with equal or greater environmental impact need not be evaluated. As an alternative to the l proposed action, the staff considered denial of the proposed action. Denial of the application would result in no change in current environmental impacts.

The environmental impacts of the proposed action and the alternative action '

human environment. Accordingly, the Commission has determined not to prepare an environmental impact statement for the proposed action.
