Dear Mr. Reahl:

RE: NPDES Permit Special Condition Discharge Point 001B A3 Noncompliance June 1,1994 NPDES Discharoe Permit MD0002399A. State Permit 86-OP-0187A 1

On June 1,1994 at 10:45 AM, during a routine surveillance of the continuous monitoring equipment required by the Calvert Cliffs Nuclear Power Plant site NPDES permit, the plant intake embayment ,

instrumentation oxygen probe and data recorder were found to be not working. During this time period {

there was no indication of a noncompliance with effluent limitations.

The Oxygen measuring equipment and data recorder were out of service for an undetermined amount of l

time but less than 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
before discovery. The data recorder was repaired by 11:45 AM on June 1, !

1994. The recorder ceased functioning due to a replacement tape cassette failure. The cause of the ;

oxygen equipment failure was corroded intemal connectors at the sample probe. While the oxygen probe failure was being diagnosed and fixed, the continuous salinity and temperature measurements were also not taken because the probe performs all three measurements. The continuous sampling equipment was restored to service at 02:15 PM on June 4,1994 As a compensatory measure, oxygen, ;

salinity and temperature measurements were taken on the plant intake embayment every four hours until the continuous monitoring equipment was returned to service. Your department was informed about this matter at 4:10 PM on June 1,1994.
