Riggin Re: Maryland State Discharge-Pemit No. Th-DP-0187A (NPDES No. MD 0002399)
Dear Mr. Riggin:
On July 2,1981 the influent sump to the cite Sevace Treatment Plant overflowed, dumping rav sevage to a storm drain outside of tL building.
Approximately 100 gallons overflowed to this storm drain betveen 1215
- and 1300. A telephone description of the event was transmitted to your office as per section II.B.2 of the referenced permit.
This-event occurred when one of two lift pumps was removed from service prior to the start of maintenance. With the increase of flow to the plant during the noon hour, the capacity of the one lift was overburdened. The sump then overflowed to the building and into the storm drain outside. The overflow condition was discovered immediately, the second lift pump returned to service and the cunp level decreased.
To prevent recurrence, more care vill be exercised when perfoming plant maintenance.
The importance of maintaining the plant in optimum condition during peak flow times has been reiterated to the plant operating personnel.
Very truly yours,n LRL(
