Dear Mr. Re'ahl:

! RE: NPDES Permit Outfall 002 Noncompliance February 24,1994 Discharae Permit MD0002399A. State Permit 86-DP-0187A l On February 25,1994, during routine weekly surveillance of outfall 002, the grease and oil analysis at .

j 08:00 was 39.1 mg/L. The effluent limit for this outfall is 20 mg/l Daily Maximum. No visible impact to the j receiving waters was identified. A resample was immediately taken following the initial analysis. This j result was of 0.3 mg/L.

t

) An investigation was immediately initiated after the first sample was out-of-specification result. All operations and equipment that could potentially discharge oil into Outfall 002 were inspected. This included oil interceptors, secondary containments, oil tanks, oil operations and other possible sources. No 1

sources were identified. One possible cause for the noncompliance may have been pavement runoff due 1 to intense rainfall. Additional sampling of this outfall will be performed during the next week to determine if
this is a recurring problem. You will be notified if further problems are found.

4

! 11 is difficult to accurately determine the duration of the noncompliance since no definite source was ]

I identified. We do have results from February 18 that indicate that the 002 Outfall was within the limit. If

! the source was pavement runoff, the event may be limited to two days duration. This is the first grease and oil noncompliance at any outfall at Calvert Cliffs in five years.

j if you have any questions regarding this information, please contact James Szymkowiak at (410) 260-4020.

Sincerely, 1 /
