M ARYLAND 20657 April 2, 1984 Office of Environmental Programs Waste Management Administration 201 West Preston Street Baltimore, Maryland 21201 Attention: Mr. Barry Schmidt Re: Maryland State Discharge Permit No. 79-DP-0137 and NPDES Per=it No. MD. 0002399

Dear Mr. Schmidt:

On March 29, 1984, Outfall OOL experienced a noncompliance with gespect to temperature increase across the condensers of Unit 1. The 12 F A T limitation wgs exceeded for two consecutive hours, reaching a recorded high of 13.7 F. Immediately, power was reduced and eventually lowered to 53" to allow water boxes to be cleaned.

The violent storm caused severe wave action and high winds to sweep grasses and other debris into the water boxes, restricting the flow of cooling water. With the removal of this debris, the flow returned to normal and the temperature change to within the allowable range. This is regarded as an uncontrollable, weather-related anenaly, and no other corrective action is planned.

This noncompliance was reported via telephone to your office on March 29, 1984. Should you hw e questions regarding this information, please feel free to call.

Very truly yours, lbf L. B. Russell Plant Superintendent L3R:FC3:md cc: U. S. Nuclear Regulatory Commission r
