Dear Mr. Bowen:

RE: NPDES Permit Special Conditions A.3 Noncompliance May 20,1996 NPDES Discharoe Permit MD0002399A. State Permit 92-DP-0187A On Ma[20,1996 at 8:00 AM, a sample was taken from the Sewage Treatment Plant effluent to perform the weekly analysis as required by the Calvert Cliffs Nuclear Power Plant Site NPDES Permit. On June 5,1996 at 10:15 AM the laboratory reported that the BOD3 result was 65 mg/l, this exceeds the Daily Maximum Limitation of 45 mg/l. No impact upon receiving water was observed as a result of this event.

All other analysis results were well within limits.

The duration of this noncompliance is not known but could not have been longer than 8 days. A weekly sample was pulled on May 28,1996 and the analysis result reported on June 5,1996 at 10:15 AM was 5 mg/l. Wlth the additional samples taken during May the Monthly Average Effluent Limit was not exceeded.

The cadse of this event was investigated and is unknown. Plant operations were not changed during this period, and all other analysis results were normal.
