SUPPLEMENT TO TIIE ENVIRONMEN1'AL REPORT CALVERT CLIFFS NUCLEAR POWER PIANT A. INTRODUCTION ne Calvert Cliffs Nuclear Power Plant is one of Baltimore Gas and Electric Company's '

(BG&E's) most vital assets and is capable of producing 1650 megawatts of electricity.

However, the power plant itselfis not the only large asset at Calvert Cliffs. The 2108 acre site includes forest and farmland which surround the plant. The land's primary purpose is to serve as a natural buffer between the plant and the local community. Over 1500 acres of the site are covered with woodlands. The remaining acreage is made up of various open areas, a 50 acre recreational facility and a working farm of about 100 acres:

Baltimore Gas and Electric Company recognizes that the Chesapeake Bay and the land at Calvert Cliffs are valuable resources and that every effort must be made to preserve these assets for the use and enjoyment of future generations. We have implemented a Land Management Program to protect our natural environment and resources. All property purchases at Calvert Cliffs fall under this program. The Land Management Program is outlined in Section C of this report.

Since the original Environmental Report was submitted in November 1970, BG&E has purchased additional property expanding the Site Boundary. As a result, BG&E is submitting this Supplement to the Environmental Report. Only those areas of the original Environmental Report which have been affected by the property purchases will be covered in this report. Table I highlights the unique characteristics of each parcel of the additional .

property.

II. SITE CIIARACTERISTICS Site Iecation The site is located in Calvert County, Maryland, approximately 10-1/2 miles southeast of Prince Frederick, Maryland. The original site covered 1135 acres. The site now covers 2108 acres.

Site Description The site plot plan is shown in Figure B-1. This figure shows the site property line, site structures and general features of the area. The site includes Camp Conoy, a summer camp used by BG&E for various recreational purposes, a visitors' center, and a working farm of about 100 acres. The new parcels are comprised of shoreline property, woodlands and l farmland.  !

There are no persons who reside on any of the new parcels purchased by BG&E.

Illstorical, Archaeological, and Scenic Features The Calvert Cliffs site does contain some sites of historic significance as described in the original Environmental Report. Ilowever, the new parcels do not contain sites of historical, archaeological or scenic significance.

C. ' LAND MANAGEMENT PROGRAM +

The Calvert Cliffs Land Management Program implements sound forestry and farming practice to preserve our land's resources and natural habitats. There are three focal areas of the program; fire prevention, significant laws and regulations, and wildlife considerations.

Each is summarized below. -

Fire Prevention Throughout the site there are stands of Virginia Pine. These trees represent a potential fire hazard. Therefore, BO&E has implemented a program to replace large stands of this tree with a better quality tree, such as the Loblolly Pine. A system of fire roads has also been developed throughout the property. Firefighting equipment has been strategically placed along these roads to assist the Fire Brigade in the event of a fire. A property grid system has been established to determine the location and extent of a fire once discovered.

Significant Laws and Regulations '

Environmental laws in the State of Maryland are focused on promoting good soil conservation practices, improving the quality of the Chesapeake Bay and preserving endangered species and other animals unique to the area.

  • Soil C<mservation To avoid erosion and keep land productive, BG&E uses practices such as contour plowing, applying pesticides and fertilizer properly, rotating crops, minimizing tilling, and growing a cover crop during the winter for all farming operations.

> Chesapeake Bay Initiative The Chesapeake Bay Critical Areas Law strictly governs the use of land within 1000 feet of, and all tributaries leading into, the Chesapeake Bay. The law was enacted to prevent the continued deterioration of the Bay by controlling future development and water runoff containing harmful quantities of sediment, fertilizers, pesticides, and toxic metals from agricultural fields and other developed land adjacent to the Bay. Baltimore Gas and Electric Company complies with Calvert County's Critical Area Plan. Four of the new parcels have land which falls in the critical area.

> Endangered Species The Calvert Cliffs site is regulated by the Federal " Endangered Species Act",

16 USC 1531. This act requires landowners to preserve those areas inhabited by species protected by this act. At Calvert Cliffs, there are two such species; the Tiger Beetle is included on the Federal Threatened list (considered endangered by the .)

Wildlife Considerations Located on the shores of the Chesapeake Bay, Calvert Cliffs is home for a wide variety of wildlife, including two animal species on the endangered list. Some of the wildlife on site include bald eagles, turkeys, osprey, hawks, deer, squirrels, red foxes and other animals common to the area. Their habitat is largely preserved on more than three-fourths of the 2108 acres at Calvert Cliffs.

A key factor to having a suitable forest for the wildlife involves sound forestry practices. The proper combination of open areas, young stands and mature woodirr.ds provides the necessary food, nesting areas and cover to support the wide variety of a aimals which have made their homes at Calvert Cliffs. Baltimore Gas and Electric Corbpany has several plans in place to ensure that the habitats of the various wildlife species are preserved.
