t RE: Site Complaint S C-O-94-002 5 November 8,1993 NPDES Discharoe Permit MD0002399A, State Permit 86-DP-0187A The following response is being provided to the NPDES Enforcement Site Complaint notice dated November 8,1993 and presented to the Calvert Cliffs Nuclear Power Plant by John Beazley of your department, The proposed corrective actions are based upon our understanding of the inf ormation given in the Site Complaint.

Findina 1:

BG&E has f ailed to perform continuous monitoring of the intake water as required by Permit Special Conditions 1. A.2.

Response

The trailer that houses the continuous n.onitoring equipment was removed October 21, 1993 at approximately 1200 hrs. The existing trailer had become a safety hazard due to exposure to the weather and was scheduled for replacement. The replacement trailer was moved into position and was planned to be placed into service almost immediately. The priority for performing the trailer replacement was not properly emphasized to the persons responsible for performing the exchange. The trailer was installed without proper l

preparation and was not ready to receive the monitoring equipment. The continuous monitoring equipment was returned to service November 11,1993 at approximately 1300 hrs.

The cause of this event was inadequate communications between the on-site and off-site units. To prevent reoccurrence of this event, the on-site group, Chemistry, will assume ownership for the trailer and the continuous monitoring equipment. A surveillance program shall be established to verifv operability of the equipment on a routine basis in addition, an alternate sampling plan for this equipment shall be established and it will be implemented upon failure of this equipment.

Response

The cause of this event was personnel error. The procedure writer added a preservation step into the procedure which was used in a different analysis. All procedures used for monitoring of NPDES requirements shall be reviewed to ensure compliance with EPA methodology as required by our permit. Immediate correction action was taken on November 6,1993 by implementing a procedure change, PCR 93-123, which brought the procedure back into conformance with EPA approved methodology.

Findino 3:

i BGLE has failed to retain original temperature monitoring recordings as required by Permit General Condition ll. A.7

Response

The cause of this event was inadequate communication of the storage requirements of l

these records to out plant records unit. These storage requirements will be communicated l

to this unit and the original temperature monitor recordings shall be available for inspection in accordance with Perm t General Condition ll.A.7. Although it is not in accordance with

the permit requirements, the temperature monitor recording for the previous years are available for inspection in microfilm.
