SUBJECT:

Waterford 3 SES USNRC Inspection Report 50-382/83-21 In accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, the following information regarding the Notice of Violation identified in Inspection Report 50-382/83-21 dated July 25, 1983 is hereby submitted:

VIOLATION

" Failure to Follow Procedure for Reactor Vessel Stud Removal Criterion V of 10 CFR 50, Appendix B, requires that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings and shall be accomplished in accordance with these instructions, procedures, or drawings.

Louisiana Power & Light Company Plant Operating Manual Procedure MM-8-014, Revision 0, " Reactor Vessel Head Stud Removal," paragraph 8.5, directs the specific use of a stud wrench and other tools supplied by Combustion Engineering, Inc., for stud removal.

Contrary to the above, on June 7, 1983, the NRC inspector observed stud removal performed with Diamond Power Specialty Corp. air-powered stud handling tools rather than the Combustion Engineering tools that are specifically designated in Procedure MM-8-014, Revision 0. There was no temporary procedural change made to accommodate deviation from the established procedure.

This is a Severity Level V Violation. (Supplement II.E) (382/8321-01)"

RESPONSE

The following response is provided for Violation 50-382/83-21-01.

Corrective Action Taken and Results Achieved:

A procedure change to MM-8-014 was implemented to address the new stud installation / removal tool.

Corrective Steps Which Will Be Taken To Avoid Further Violations:  ;
