Dear Chairman Palladino:

Thank you for making available to me, as Co-Counsel for the Joint Intervenors at Waterford III, a copy of the letter sent you by Mr. James M. Cain, President and Chief Executive Officer of Louisiana Power & Light, builder of Waterford III.

I fully agree with Mr. Cain that he is entitled to a copy of the 237-page sworn statement about quality assurance deficiencies at Waterford III that was given to the NRC by George Hill on January 10 and 11 of 1984 as reported in Gambit, a weekly newspaper. Mr. Hill has made some serious accusations, and the Constitution gives us all the right to face our accusers and answer their accusations.

Mr. Gary Groesch, Chairman of the Joint Intervenors, joins me in requesting that, as soon as possible, Mr. Cain is given a copy of the sworn statement. At the same time , in accordance with your "ex parte rule" which holds that both opposing parties should receive the same information, I ask that you send a copy to Mr. Groesch at 2257 Bayou Road, New Orleans LA 70119, and another copy to tre at the above-typed address.
