Dear Mr. Grimsley:
This request is made under the federal Freedom of Information Act, 5 U.S.C.
552.
Please provide me with a status report of any and all Office of Investigation investigations involving the Waterford 3 nuclear plant. The licensee is Louisiana Power & Light Co. In. addition to the status reports, please include all materials relating to the investigation (s), such as reports, records, files, telephone com-munications, interoffice memoranda, interagency memoranda, and correspondence with the utility.

As you know, the FOI Act provides that if portions of a document are exempt from release, the remainder must be segregated and disclosed. Therefore, I will expect you to send me all nonexempt portions of the records which I have requested, and ask that you justify any deletions by reference to specific exemptions of the FOI Act.
I reserve the right to appeal your decision to withhold any materials.
I am prepared to pay reasonable search and duplication fees in connection with this request. However, the FOI Act provides for waiver or reduction of fees if disclosure could be considered as "primarily benefiting the general public." I am a journalist employed by The Times-Picayune newspaper, and intend to use the information I am requesting as the basis for articles on this subject.
Therefore, I ask you to waive all search and duplication fees.
If you deny this request, however, and the fees will exceed $30, please notify me of the charges before you fill my request so that I may decide whether to pay the fees or appeal your denial to waive fees.
I will appreciate your communicating with me by telephone, rather than by mail, if you have any questions regarding this request.
