AND ALL OPERATING PLANTS '

Your note to Commissioner Gilinsky requested my connents on whether the allocation of additional rescurces to NT0L's has affected safety at operating plants, as well as to Comissioner Gilinsky's statement that senior staff has been subjected to strong pressure frem Congress to get Waterford licensed.

-With respect to pressure on the senior staff to get Waterford licensed, I have been unable to identify any instances of such contact from Congress.

Regarding the allocation of additional staff resources to Waterford and Comanche Peak, I share the concern that this allocation, and the effort on i other NT0Ls, has the potential for adversely impacting our operating reactor program responsibilities. I am confident that the effort we have devoted to Waterford and Comanche Peak has not reduced our attention to operating reactors, including Fort St. Vrain, to an unacceptable level. However, I have noted a general increase over the past year in staff resources to NT0L reviews (and inspection effort), and a related decrease in our allocation of effort to operating reactors. This situation which was discussed at the Commission's mid-year program review on June 6,1984, and the NTOL Status briefing of June 15, 1984, is being closely monitored by Office Directors and Regional

' Administrators. ' ~

As I reported to you in my June 1,1984 memorandum (copy enclosed), in order to ensure that we continue to meet our responsibilities to avoid unnecessary delays in licensing of new plants and to ensure the continued safe operation of operating reactors, I have requested the Director, NRR, to provide a detailed assessment of our integrated program developed to outline our NT0L workload over the next year. This assessment will include an evaluation of the potential impact on other program elements, including operating reactors. I anticipate completion of this assessment before the end of June.

If the result of this assessment indicates a need to significantly revise '

our agency resource allocations, I would plan to bring the issue to the Commission's attention. .
