Atomic Safety and Licer. sing Appeal Board U.S. Nuclear Regulatory Commission Washington D.C. 20555

Dear Administrative Judges:

On April 18, 1985, the applicant Louisiana Power and Light Company filed a supplement to its response to ALAB-801, which included two large reports. Applicant chose to file these reports apparently upon suggestion of NRC Staff Counsel.

Joint Intervenors believe this filing is unauthorized unless leave is granted from this Appeal Board. ~

Joint Intervenors object to the filing since it appears i

to be precisely the type of filing which this Appeal Board criticized in ALAB-801. The applicant has failed to make any arguments tieing in the information in the reports to the specific issues before the Appeal Board.

If the Appeal Board chooses to consider his filing, Joint Intervenors request the opportunity to ) respond to the reports. In light of the fact their responses is now due May 6, 1985, Joint Intervenors request an additional two weeks, to and including May 20, D B 5, to respond to the applicants supplemental filing.

Respectfully submitted, h 0 2 s.a. ,,g/
