Dear Mr. Felton:

This request is made under the federal Freedom of Information Act, 5 U.S.C. 552. Please send me copies of all correspondence, memoranda, reports, studios and other documents that have been sent to the Nuclear Regu-latory Commission from members of the Louisiana congressional delega-tion on the subject of Waterford 3, a nuclear power' plant located at Taft, La., and owned by Louisiana Power & Light Co. The Freedom of Information Act provides that if portions of a document are exempt from release,.the remainder must be segregated and disclosed. Therefore, I will. expect you to send me all nonexempt portions of the records which I have requested, and ask that you justify any deletions by reference to specific exemptions of the Freedom, of Information Act. I reserve the right to appeal your deci-

, sion to withhold any materia 1s. I promise to pay reasonable search and duplication fees in con-nection with this request. However, if you estimate that the total fees will ex'ceed $75, please notify me so that I may authorize expen-citure of a greater amount. I am a journalist employed by The Times-Picayune /The States-Item, the daily newspaper in New Orleans. I intend to use the information I am requesting as the basis for newspaper articles. Therefore, I ask that you waive all search and duplication fees. As I am making this request in the capacity of a journalist and this information is of timely value, I will appreciate your com ' municating with me by telephonc, rather than by mail, if you have any questions regarding this request.
