As described in Reference (a), Commonwealth Edison Company (CECO) is planning to implement the NRC-approved Westinghouse Codes PHOENIX-P and ANC to

replace the existing ARK and 2D codes which CECO uses to perform neutronic.

analyses for PHR reload designs. Enclosed is the CECO Topical Report, Reference (b)',.in support of the implementation of PH0ENIX-P and ANC.

As' stated in Reference (a), the new codes are expected to be first -

used for reload design applications in December, 1990.for the Braldwood Unit 1 i L Cycle 3 (BHIC3) design. In addition, as discussed in the Reference (c) l h conference call, CECO plans to use the new codes for the curvebook and nuclear q J design report calculations for Byron Unit 2 Cycle 3 (BY2C3), which is L scheduled to start up in November of 1990. The actual relot.d design for i BY2C3, however, has been determined using the standard ARK and 20 codes.

Murley July 13, 1990 Use of the new codes for the BY2C3 curvebook and nuclear design report portion of the analyses will take advantage of the three dimensional capabilities of PHOENIX-P/ANC. These enhanced calculations should benefit the station in reactivity management areas such as the prediction of the Estimated Critical Condition (ECC). BWIC3, however, is still-the first cycle for which CECO _ intends to use the new codes for all phases of a reload design. The_new codes would then be used for later cycles at Byron, Braidwood, and Zion.

, PHOENIX-P/ANC Topical Submittal Schedule transmitted to you in Reference (a).

It is our understanding that' issuance of an SER concurring with CECO use of PHOENIX-P/ANC is necessary prior to the full scope BHIC3 application (12/90) but optional prior to the use of the limited BY2C3 application (11/90).
