NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT NO. TN0026450 - SEQUOTAE NUCLEAR PLANT Description of the discharge--Discharge No. 007 - Yard Drainage Pond Effluent. From 1200 EST on April 2, 1980, until 1130 EST on April 4, 1980, the affluent pH was greater than the maximum permit limitation of 9.0 units. Samples were collected approximately once each two hours and the pH gradually increased to 10.4 units at 1800 EST on April 2, 1980, and then gradually decreased until it was less than 9.0 units. This report was inadvertently not submitted within the required five day period.

Cause and period of the noncompliance--Core drilling holes near the i condensate desineraliser waste evaporator building were being grouted on April 1 and 2, 1980. About 15,000 pounda of grouting material (Portland cement plus line mixture) entered the yard drainage system through a pipe which had been penetrated by the core drilling. The grouting

! operation stopped at 1100 EST on April 2,1980, but the grout in the yard drainage system kept the pH above 9.0 units until 1330 EST, on April 4, 1980. Thus, the period of noncompliance was approximately 49 ,

hours. There were no observed fish fatalities during the period of '

i noncompliance in the yard pond. i

, Steps taken to prevent recurrence of the noncomplying discharge--

Construction personnel were told at 1430 EST on April 2, 1980, to halt all grouting operations in and near the condensate domineralizar wasta evaporator building tuttil they eliminated the flow path of grout into  !

the yard drainage system.
