l PERMANENT CLOSURE REPORT - TENNESSEE VALLEY AUTHORITY SEQUOYAH NUCLEAR PLANT, HAMILTON COUNTY, SODDY DAISY, TENNESSEE -

UST FACILITY I. D. NO. 0-330628 The Tennessee Valley Authority (TVA) is submitting the enclosed Permanent Closure Report on a 1,500-gallon security backup diesel generator underground storage tank system located at the Sequoyah Nuclear Plant (SQN). This system was closed in place between February 17 and Febmary 23,1999. A new aboveground storage tank system is currently being installed to store and supply diesel fuel to the security backup diesel generator system.

The following is a synopsis of the closure activities: /

. The supply and return lines were emptied of fuel and capped.

The diesel fuel was transferred from the UST to the facility's bulk-fuel storage tank for use in gg other plant operations. .

. The tank was purged with nitrogen gas and monitored for combustible vapors.

. The tank was filled with cement. i l

= One soil sample was co!!ected from each corner of the concrete-encased tank at a depth of  ;

approximately one-foot below the bottom of the concrete encasement. (Note: Sample, .'

SQN-SBDB-UST-SW-12'/13', was collected from a depth two-feet deeper than the other samples because a rock lodged in the sample tube during the collection of the sample from the 9'-ll' depth. The lodged rock prevented the collection of suflicient soil volume for analysis.)

. One background soil sample was collected from a. grass area within the facility security perimeter.

I . All soil samples were analyzed for extractable petroleum hydrocarbons (EPH).

Mr. Randy Stater Pagd 2 March 22,1999 The analytical results show that all samples contained less than 100 parts per million (ppm) EPH.

The enclosed report will provide further details of the closure activities. Based upon the fact that

- the tank is encased in concrete, and that the soil samples contained less than the corrective action .

limit of 100 ppm EPH, TVA requests that the Tennessee Department of Environment and Conservation consider a No Further Action status on this site.
