TVA SEQUOYAll NUCLEAR PLANT - NPDES PERMIT NO. TN0026450 - VALIDATION OF COMPUTERIZED THERMAL COMPLIANCE AND PLUME DEVELOPMENT In accordance with NPDES permit No. TN0026450 (Part I, page 3, footnote 5),

TVA has completed field tests to validate the numerical model that will allow us to compute thermal compliance with the Sequoyah NPDES permit. The enclosed report describes the field test and demonstrates the accuracy of the computed compliance method. The report also describes the development of the thermal plume and satisfies Part III.E of the NPDES permit.

The computed compliance method is superior to instream monitors because it actually calculates the plant-induced thermal effect at the edge of the mixing zone. The meteorological effects and the variability of the tempera-ture measurements by the monitors do not influence the computed compliance values thus allowing TVA to increase operational efficiency. The computed compliance method also allows predictive capability in that operation of the plant's cooling system can be scheduled to meet thermal limits. This method will minimize the number and duration of thermal noncompliances.

TVA would like to implement the computed compliance method as soon as possible. Accordingly, we request your early consideration and approval of this compliance mothcd. We are transmitting a copy of this report to the Tennessee Division of Water Management and request their concurrent revieu.
