LETTER, ARTHUR G. LIN10!v 10 M. PAUL SCHMILREACH, MM 12, 1989
.This is ire response to the referenced letter regarditg the neeft for a permit to. dispose of scum ard sludge removed from the sewage treatment plant, discharge serial. number (DSN) 11?, at SQN.
Subsequent telepnone conversations:
i among 3VA, the Environmental protection. Agency (EPA), and Tennessee Division of Water Pollution Contrcl stati hav.e conc?uded that to satisfy EPAts concerns, TVA need only Subr91t a description of the monitoring prbgram used to ensure that the sludge is not 6adioactive, previde a copy of any procedures regarding handling re mctive sludge, and provide a summary of data cbtajied from the sonituring pr. /am. A copy of the procedure used to mor.itor for radioactivity in the sewage sludge is enclosed. This procedure also idantifies the action to be taken if radioactivity'is discovered in the sludge. A commary oI the radiological mnaiioring pPogram is given below.
Also enciosed is. a summary of data obtained f rom the monitoring program for those tanker truckloads leaving ths plant since March 1.
Each tanker truckload of waste removsd from the treatment system 1s to be
- seWied to determine -if the radioactive coreponent is within 6pplicable I
limitations before the tanker will be allowed to leave. The applicable limitations-are given in the. enclosed procedure.
If the sample is not within Llimits; the contents of the tanker are to be returned to the treatment f acility f rom which it was purEped. A repeat sample is to be collected and counted whsnever any sample analysis indicate ( tnat radioactive materials,
~
- other than naturally occurring isotopes, are present.
The Superintendent.
