In the Matter of ) Docket Nos. 50-327 l Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SON) - WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT Enclosed are copies of the proprietary and non-proprietary versions of the Westinghouse Topical Report (WCAP 15128) for your review. This report is provided to you in advance of a SON technical specification (TS) change that is being prepared by TVA to support the SON Unit 1 Cycle 10 refueling outage (currently scheduled to begin in February 2000).

This Topical Report contains analysis for an alternate repair criteria for primary water stress corrosion cracking at dented tube support plates. The analysis provides eddy current techniques, criteria to detect and size tube indications, and alternate repair criteria methodology for this damage mechanism.

The Topical Report is generic in nature and is currently planned to be utilized by both SON and Diablo Canyon. As such, TVA and Pacific Gas and Electric (PG&E) are requesting that the billable manhours be addressed in accordance with NRC's processes for generic review.
