TENNESSEE VALLEY AUTHORITY - SEQUOYAH NUCLEAR PLANT (SQN) - REQUEST 10 CHANGE TEMPERATURE RISE LIMIT DURING WINTER OPERA 110NS Enclosed are five copies of the report entitled "A Predictive Section 316(a) Demonstration for an Alternative Winter Thermal Discharge Limit for Sequoyah Nuclear Plant, Chickamauga Reservoir, Tennessee." This report is being submitted pursuant to Section 316(a) of the Federal Water Pollution Control Act, as amended, to support our request to change SQN's temperature rise limit during winter operations from November through March. We request that the temperature rise limit be raised from the current 30C (5.40F) to 500 (90F). This report is to demonstrate that the current temperature rise limit is more stringent than necessary to assure the protection and propagation of a balanced, indigenous population of shellfish, fish, and wildlife in and on the receiving waters. Section 316(a) provides that less stringent thermal effluent limitations may be imposed if it can be demonstrated that the proposed change meets the above criteria.
As requested in the May 31 meeting between our staf f s on this demonstra-tion, we have included only that material we consider to be essential for demonstrating our case for the variance. Whatever supporting data or other specific information your reviewers may need will be suppiled upon request during the review process.
